Abstract

There is a consensus, at the international level, that the rule of public international law is in essence a good and desired goal, that a strong rule of international law can bring many benefits such as peace and stability through the protection of human rights, which in turn has a positive impact at the national, regional and international levels. International assistance in the area of the rule of international law has begun, by foreign actors from the Western world, who seek to promote the strong supremacy of international law in countries characterized by weak rule of law. Or its absence, this assistance began to grow in the years immediately following World War II. The approach taken by the international community has since changed, just as the definition of the rule of international law has evolved over the decades. The geographical scope of international law has expanded, and the number of actors in the field of the rule of international law has increased and their types have increased.  Actors at the international level come up with approaches from them, and each has its own motives, interests, and goals. At the macro level, this can include interests. Patriotism, as happened in the nineties of the twentieth century with the fall of communism, and the subsequent focus on economic reform based on market mechanisms, the promotion of human rights and democracy, and the focus on international peace and security.
