Abstract
Career promotion requires methods to ensure the integrity of procedures and achieving vitality. The disciplinary punishment is one of the most important methods to ensure that. There is no doubt that disciplinary punishment does not aim only at punishing and causing pain. Rather, its most important goal is deterrence, reform and correction in order to achieve the interest of the public utility and its continuation of its regularity and steadiness. For disciplinary punishment to be legal, it must achieve a balance between the principles of effectiveness and guarantee, and this can only be done by respecting basic principles from which it is not permissible to deviate from it. In the present study, we wanted to clarify the nature of the disciplinary authority established by the administration over the public employee, and to shed light on the basic principles governing disciplinary punishment, given its critical importance in career work and its advancement, and achieving the public interest by achieving the interest of public utilities.
